How Massachusetts handles construction stormwater

Massachusetts is one of the few jurisdictions where the U.S. EPA runs the NPDES construction stormwater program directly. Construction sites disturbing one acre or more operate under the federal Construction General Permit (CGP). Massachusetts has not been delegated NPDES construction stormwater authority, so EPA's federal CGP applies directly — with Massachusetts-specific 401 conditions that are stricter than the base permit: sites on the 14-day schedule must also inspect within 24 hours of 0.25″ storms, and all sites must inspect weekly during April–June.
